With more than 35 years’ experience, Judith Blank practices in the area of state and local public finance, representing a range of municipalities of all sizes, state agencies, special taxing and special service districts issuing general obligation and revenue bonds. Judith serves as bond counsel to the Connecticut Higher Education Supplemental Loan Authority and has served as bond counsel to the Connecticut Health and Educational Facilities Authority. She also represents underwriters, trustees, and liquidity and credit enhancement providers in tax-exempt and taxable bond financing transactions, along with non-profit conduit borrowers in connection with the issuance of revenue bonds. Financings on which she has worked have included tax-exempt leases; variable-rate put bonds with swaps; Dutch-auction redemptions; advance refunding bonds with float contracts; and bonds backed with financial insurance, letters of credit or standby purchase agreements.
Judith has also provided counsel to various Connecticut municipalities on non-financing matters ranging from election law and Freedom of Information Act compliance to tax levy and assessment matters. She has also provided advice to, or served as counsel to, the charter establishment or revision commissions in several Connecticut towns.
She counsels bond trustees on defaulted municipal and tribal bonds and has worked on restructuring distressed transactions.
With decades of experience, Judith is familiar with important aspects of bond law, tax law and securities law, all of which are critical to successful financings.
